Idaho State Tax Commission Wins TAWPI Innovation Award Using Solutions from J&B Software

Remote Image Capture & Intelligent Document Recognition credited with helping the Commission earn excellence in payments automation

Orlando, FL – August 26, 2008 (AllPayNews) – The Association for Work Process Improvement (TAWPI) today announced that the Idaho State Tax Commission was the winner of its prestigious 2008 Innovation Award for Payments Automation using solutions from J&B Software. The payment automation capabilities of J&B Software’s public sector solution helped the Tax Commission to achieve its goals of cost savings, improved Tax Payer Service, simplified workflows and systems, multiple uses for capital investments, and reduced exposure to fraud. “Being selected as a leading payments organization by TAWPI is a great honor,” said Steve Miller, Division Administrator for Idaho State Tax Commission. “The award validates our persistent efforts to both enhance business processes and minimize organizational risk.”

A major goal of the Commission was to use technology to reduce what had previously been highly labor-intensive activities such as sorting documentation, batching and keying data. To achieve this goal, J&B Remote Image Capture and Intelligent Document Recognition technologies were implemented to automatically capture, recognize, and classify documentation including tax returns, W-2’s and Employer Wage & Withholding Statements. Once the J&B solution captures and recognizes a document’s type and priority level, it extracts data elements, associates the remittance with its related line-item details, and automatically balances the transaction. One clear advantage to this approach is that when data is extracted from an employees’ W-2, it can be matched to the employer’s reporting to check for potential fraud and non-compliance. The J&B solution also ensured that content would be managed properly from the source to delivery: from capture and processing to tax accounting, archival and financial systems.

The Commission estimated that it will recover the cost of the solution within three years. Reasons for the short pay-back period include reduced storage costs and increased revenues by audit and collection staff. This ROI does not take into consideration the reduced fraud.

The financial and operational success of the project coupled with the on-time and on-budget delivery has allowed the Commission to afford additional process improvements. As a result, the Commission has announced plans to extend its use of J&B solutions to include electronic clearing via Check 21. The Commission predicts that the additional clearing technology will continue to improve staff productivity and fund availability while further reducing operational costs, deposit costs, and risk.
